The image was  showcased in Exotique 2 (Ballistic publishing) and used on Sid Meier's Railroads box cover and strategy guide. 	<title>Queen Boudica</title>

The character is an animated leaderhead in the game and was used for various promotional material including the box. Many of the leaderheads that you see on this site were used as box art or to promote the game in one way or another. All of the characters for Civilization were originally created to run in the game engine and range from 10 to 15 thousand polygons. The original models were then taken to a higher poly count (turbosmooth) to create the high-res images that you see here.
